What to do when a PDF will not merge
Password-protected files must be unlocked with authorization before browser tools can process them. Damaged files may open partially but fail during export. Try opening and resaving the file in a trusted PDF application, then merge the repaired copy. Digitally signed documents may lose signature validity when pages are changed, so consult the issuer before rebuilding them.
Create a clear final document
